Trusted Services for Secure Element issuers

Issuer of Secure Element manages each issued Secure Element, which Service Providers can use as a secure platform for their NFC applications. MNO, as the issuer of the NFC-enabled SIM card, needs to have the following SE Manager capabilities in place to support NFC services on the SIM and the same features are required also for other Secure Element form factor issuers:

• Capability to create Security Domains (SD) on secure element
• Capability to manage the SIM memory allocation for third party applications
• Potentially also loading and deletion of NFC applications (note – does not include personalization).
